Update OIDC configuration for a tenant

PUT/lokta-lms/api/v1/tenants/{tenantId}/oidc-config

Updates the existing OIDC/IdP configuration for the given tenant. If clientSecret is omitted in the request body, the existing encrypted secret is preserved.
