Withdraw a document category from an entity type

DELETE/lokta-lms/api/v1/documentcategories/{id}

Removes the mapping and the tags under it.

Documents already filed under this category keep reading as they did: l_document stores the label, not a key,
so history survives a taxonomy change. To stop offering a category without removing it, set active=false
instead.
