List fee runs

GET/lokta-lms/api/v1/fee-runs

Lists fee runs, newest first.

A run is the production record of what was computed and which drafts it created; it is never approved or discarded itself. trigger = manual or batch (the monthly job); draft_count = drafts produced. Runs may share a period: coverage is per (loan, terms line), so a rerun drafts only what nothing live already covers. Statuses approved · discarded · superseded remain on older rows only.
