List a partner's payout accounts

GET/lokta-lms/api/v1/sourcing-partners/{partnerId}/bank-accounts

Lists the payout accounts of a sourcing partner.

The account number is never returned. Handing the number back in full would put it in every caller's logs. You get account_number_last4 and a ready-made account_number_masked, enough to identify an account, never to reproduce one. The deterministic hash is withheld for a subtler reason: it would let anyone holding a candidate account number confirm a match offline, over a space small enough to enumerate.

The mask is rendered here rather than by each consumer, because a mask assembled per screen is a mask that differs per screen, and one of them eventually shows more than the others.

At most one account is is_primary, and this is enforced.
