Approve a state-change request

POST/lokta-lms/api/v1/sourcing-partners/{partnerId}/state-change-requests/{requestId}/approval

Approves a state-change request and applies the change.

You cannot approve your own request (422 sourcing/checker_is_maker); checked at this moment, against roles as they are now, never against a snapshot from request time. Approval applies the transition in the same act: partner status changes, and one history row (event: approved, from→to, checker as actor) records it. reason optional.
