Reject a state-change request

POST/lokta-lms/api/v1/sourcing-partners/{partnerId}/state-change-requests/{requestId}/rejection

Rejects a state-change request, with a reason.

A rejection stops the maker's intent, so reason is required; the same asymmetry as document verification. You cannot reject your own request either: withdraw it instead.
