Make this the primary contact

POST/lokta-lms/api/v1/sourcing-partners/{partnerId}/contacts/{contactId}/primary

Makes a contact the primary one for a sourcing partner.

Promotes this contact and demotes the incumbent in one transaction. Exactly one primary is permitted, so two separate requests would either leave the partner with no point of contact or be refused, which is why this is a verb rather than a PATCH setting a flag. Already-primary is a 422 sourcing/use_primary_endpoint.
