Make this the payout account

POST/lokta-lms/api/v1/sourcing-partners/{partnerId}/bank-accounts/{bankAccountId}/primary

Makes a payout account the primary one for a sourcing partner.

Promotes this account and demotes the incumbent in one transaction. Exactly one primary is permitted per partner, so two separate requests would either leave a window with no payout account or be refused, which is why this is a verb of its own rather than a PATCH setting a flag.

reason is required: this decides where the lender's money goes, and the reason is what makes the change auditable. An account that failed verification cannot be promoted; routing a payout into an account the bank already rejected is not a state to allow.
